PSA: Negative Certification of Birth only valid for 6 months


MANILA – The Philippine Statistics Authority (PSA) on Monday announced that all Negative Certification of Birth documents will be valid for only six months from the date of issuance.

A Negative Certification of Birth certifies that no birth record exists in the Civil Registry System (CRS) database as of the date of issuance. It is commonly required for the processing of delayed birth registration and other civil registry transactions.

In a public advisory, National Statistician Dennis Mapa explained that while Republic Act No. 11909 grants permanent validity to certificates of live birth, death, and marriage, a Negative Certification of Birth serves a different and inherently time-sensitive purpose, as it reflects the status of records at a specific point in time.

Mapa said the absence of a prescribed validity period has led to the continued use of outdated certifications, posing risks of misuse and irregularities in civil registration processes.

He added that the six-month validity period will help ensure record accuracy, prevent misuse, and maintain the integrity of civil registry transactions.

"Negative Certifications of Birth presented beyond the six-month validity period shall no longer be accepted for delayed registration of birth or for any other civil registry transaction," he said.

"All concerned offices and personnel are hereby directed to ensure strict compliance with this Advisory unless sooner revoked or modified," he added. (PNA)
